Temporary Resident Visa (Visitor) - mulitple entry

Quick question: I am sponsoring my mother (I got approved as a sponsor, and we have submitted the medicals and police certificate).

My mother still has an open visitor's visa until November 2012.
I would like her to apply for another visa (multiple entries for 5 years – hopefully by next year she will receive the permanent residence status) and I understand that we need to submit IMM 5257, IMM 5645; IMM 5484.

DO we need to submit IMM 5257????? It says, if applicable but I do not seem to understand if it is applicable to us or not!

Your kind help in this matter would be greatly appreciated.

I am in the exact same scenario, I filled that forms and my folks will pick up their passports in next 20 hrs from VFS agency in Mumbai ( they applied and had to go through medicals as well ), I think that form is nothing but about security
