Hello, I am helping my friend from Peru to come to visit Canada to take an 8 week english training course. She is an english teacher in Peru. Her employer fully supports this and has written her several letters saying they will cover the costs associated with her training course and that they will give her a raise when she gets back. I wrote her a letter saying I would provide her with free room and board while she studies and that I am a certified Teacher of English as a Foreign Language and so I can help her. She was accepted by a designated learning institution, but unfortunately was not approved (twice).
The most recent the officer noted that he was not satisfied that she would leave at the end of her stay because of her

2. Purpose of Trip
I don't know how these could be any more clear. She even provided reference letters from 2 non-profit organizations that she volunteers for and had a letter of recommendation from a priest! What more could she possibly do to convince the officer? It looks like a study permit is not so strict with employment, is this true? Would she be able to just apply for a study permit? What are the chances of that? She does not own any property, but I am willing to get a letter notarized saying that I will cover her room and board and lend her money to pay for her tuition while she is here. Do you think this will be sufficient? What are they looking for? Do you have to own property?
