Hey guys. So I am planning on moving to Quebec with an International Experience Class Work and Travel visa which is valid for two years. I am from the UK. I would then like to apply for the CSQ, so I could then receive permanent residency. It says on the Quebec immigration website that, "Applicants who have a job offer validated by the Ministère or who are temporary residents in Québec and authorized to present an application for a Certificat de sélection du Québec may do so at any time." Does this theoretically mean that as soon as I am a temporary resident in Quebec with my work and travel visa, I can apply for the CSQ? The part which confuses me is that it says, "temporary residents in Québec and authorized to present an application for a Certificat de sélection du Québec may do so at any time." It does not explain what the criteria is to be a temporary residents in Québec who is authorized to present an application for a Certificat de sélection du Québec at any time. Does this mean some are authorised to present the application at any time, while other are not?

Yes. Following people can apply anytime:
a) Temporary resident of Quebec
b) People with LMIA approved job offer
