Hi,

I have applied for temporary work permit online thru MyCIC account on 4th Mar'15, by paying a fee of 155 CAD, during submission of the application and uploading required documents I have completed all the steps and did the submission properly. On, 2nd May i.e. after 2 months I get a mail from the Immigration team asking for the salary stub of my spouse and a the receipt of 100 CAD as the open work permit fee. I couldn't really understand why they were asking for 100 CAD receipt, whereas I have paid 155 CAD. However, being little confused I have uploaded my spouse's pay stub along with a screen shot of the payment of 155 CAD, which I have paid online.
Now, suddenly I got to know from a friend of mine who was trying to apply for the same that the fee structure has been increased to 255 CAD from end of Feb'15, which she got to know while paying for the renewal of her temp. open work permit and while applying she had to pay that amount otherwise no option was there for her to proceed further.
Then I understood my mistake and then continuously for 3-4 days I spoke to the call centre agents and every time they have come up with all different solutions. Finally, an agent told me, I have to wait until I get a communication mail from the Officer. So, I waited and finally got a refusal mail of my application due to non submission of the payment receipt for my Open work permit holder fee on 28th May'15.

Here, I would like to say, I have no problem in paying that extra 100 CAD but I really didn't get a proper guidance on how to pay that. The portal has a big loophole, while applying for my open work permit, how could that allow me to proceed with my application , while my friend couldn't proceed without paying that fee? Why the mails from the officers are not clearly written and the refusal mail also states that I haven't submitted my fee, whereas, I have already paid 155 CAD earlier. How can they just refuse my application just like that without even giving a proper justification and when their own portal is faulty and their own help centre agents are themselves confused? This is really disappointing.

I need to know who will be the right person whom I can talk to in this regard. Please help me with the contact number or email id.

I am sorry to hear that arpitabs. Are you out of status now? What permit did you have before?

You could try and submit a case specific enquiry, but that could take from a few days to a month to get an answer from the officer.
I would suggest you to submit a new application for your BOWP (assuming it is a BOWP application) and meanwhile try to have CIC to reopen your case and reassess your application (after paying the new $100 fee)

I know it is a lot of time and a considerable amount of money spent, but there is no guarantee that they will reopen your case, so I would reapply with the right fees.

Send a case specific enquiry and attache the 100 CAD receipt with a letter of explanation.

Your situation is unfortunate and as someone who also received a request for payment of the additional $100 I can say that you could have done a number of things differently. I received a letter asking for additional payment as well and the name of the fee was clearly stated. Googling would have helped. If you had any questions you could have sought information here or online. Many persons in the foreign workers section spoke about this fee and how to pay it. At this point I don't think a case specific enquiry will help because you took the wrong action at the time. I would suggest you reapply from scratch. I am not trying to make you feel bad but you misinterpreted the request so it really isn't CICs fault.
 
I'm not sure whether this would be the right place to ask, but do I need to pay the Open Work Permit Holder fee (100$) if I am extending my post-grad work permit?

I am surprised that they have asked you to pay $100 but in my case no questions asked they rejected straight away mentioning incorrect payment. I am glad that I have another BOWP application with correct fee which I applied after 2 weeks of my first application. Still waiting for its approval.

I was in the same case, my wife's open working permit was refused, i has to re apply, and end up latín 400 dollars more, right now she is not workin, and we have to still wait one more month to gave an answer.

I forgot to attach this receipt to my application when I submitted it. Does anyone know how to send them this, after application has being already submitted? Thanks!
