So many express entry are applying from Canada is because most already have LMIA/LMO on hand when the system comes online. They get a guarantee spot straight up. PNP comes only in later part of 2015 and some takes a long time to process.
Or, they have NAFTA permits, spousal OWPs, or Post Graduation Work Permits. Express Entry gives points for Canadian Work Experience, and the easiest way to get that is to be in Canada. PNP programs usually require a connection to the province, which is easier to get for people in Canada.
The problem with apply from Europe, apart from what you've discuss, is also foreign experiences are not recognized in Canada. Many jobs in technical level of industry specifically asks for Canadian work experiences.
Well, yes. People lie about their experiences, and as an employer it's much easier to check Canadian references.
With the current economic situation, so many are being laid off its extremely difficult to prove no Canadian wants any given job. (Alberta EI application doubled since last year)
I asked my employer to post my job for purpose of LMIA, it generated >150 resumes that are supposingly qualified.
That's how it's supposed to work. If there are 150 qualified people applying for your job, than the business has no right to hire foreigners. LMIAs are supposed to be the exception, not the rule.
I hope your employer hired one of those qualified Canadian. Unemployment is hard enough as it is - it's ridiculous to have people apply to fake job listings that will never hire them. I'd personally like to see fake job listings prosecuted as fraud.
My employer in Canada posted a LMIA for a highly technical position. There were over 100 applicants. Of them, there were 5 qualified people. 3 of them had accepted job offers in the week or so it took for my employer to get back to them. The other two were hired (there were multiple positions). My employer got a LMIA because they really couldn't find qualified Canadians. Their lead engineer quit, so they weren't in a position to be able to train anyone. They genuinely needed someone who knew the software already, and there weren't many.
For most jobs, they should just hire a Canadian instead (or fire a person on a PGWP/OWP when it expires). It is the law, after all.
