I just found out about this today and i thought I would let everyone here know.
So as you may know it is very hard to get a non american size passport picture. Most places do 2x2 which is the american standard size. In some places like walgreens and sams they will show you a setting on their machine for Canada but do not do this. There are only a few dedicated places where they do non-american size photos.
With your PPR you will get a set of instructions and on there it will clearly say that the picture should be taken by commercial photographer with the dimensions. Also make sure that you mention the date on the back of the picture. If you are in Colorado there is a chain of photo labs called Mikes

They did an amazing job and even the Canadian consulate recommended them. However it is slightly costly but after all we have spent $35 is not that much.
Remember Canadian immigration officers are very picky about the photographs.
