T4 and NOA in the Jan 2013 environment?

As per the proposed changes, it is expected that the minimum Canadian work exp. requirement will be reduced to 12 months from the present 24 months wef 01 Jan 2013.

In a practical scenario, one who has started working in Canada in early January might not have a T4 or NOA even after working for 12 months in a skilled category in Canada and when he wants to apply for PR in CEC category in the month of Jan of the next year.

Will it mean... T4 and NOA which are presently mandatory docs to evidence Canadian work experience might not be mandatory starting 01 Jan 2013? or someone who has completed 12 months of working in Canada has to still wait to get T4 and NOA and only then apply for CEC ?

This makes the policy changes to be announced in the next 02 months, more interesting. Folks, please share your thoughts.

CIC is fully aware of when T4s and NOAs are typically issued.

If you have only ever worked 1 year and never received a T4 or NOA, but you are eligible to apply, you do not need to wait for those documents, but you should write an explanation that you will submit them as soon as you receive them. In that case you would want to include photocopies of your paystubs...

Personally, I think it would be better to wait at least for the T4, and of course file your tax return ASAP...

Well the T4 and NOA is the requirement (according to the document checklist) for the current work experience requirement of 2 years. I am assertive there might be a lot of changes in documents required(Document checklist) after the 1 year rule would be in place next year. So would suggest rather than assuming and contemplating future requirements let's wait and watch what happens in January. As it is January is just two months away ;)

Great point Andy.

Like Jes mentioned, most probably their would be leniency shown on T4. But you'd have to send atleast copies of paystubs.

I just received my AOR. I had my T4s but never applied for NOA. I was also concerned if my application will be returned because of the lack of NOA. But it seems to have passed the preliminary stage without NOA. Ofcourse, i will be forwarding that as soon as i get it.

In addition to the paystubs, a key point would be to provide a written explanation for ANY required document that is not included with the application. (Inclusive of T4s, NOAs...).
