if you are really interested to go to canada, better you start now.
You need IELTS GT, academic will not do. while setting your target score, consider both CA and AUS.

Find out your applicable NOC and send your educational doc top WES for assessment report.
Apply for your police verification certificates. Properly fill all the forms required at below link

http://www.cic.gc.ca/english/information/applications/skilled.asp

Read the Guideline for better understanding

1. You have to send your application, documents, fees (everything) to Centralized Intake Office in Sydney, Nova Scotia (Canada)

Citizenship and Immigration Canada

Canada

2. NOC 2147 Computer engineers: http://www5.hrsdc.gc.ca/NOC/English/NOC/2011/QuickSearch.aspx?val65=2147
3. You can check the NOC 2147 application cap status on: http://www.cic.gc.ca/english/immigrate/skilled/complete-applications.asp

4. Work Experience Letters of reference: Letters of reference from all your employers for the past 10 years. Letters must be:

· written on company letterhead,
· signed by the responsible officer/supervisor,
· show the company's full address, telephone and fax numbers, e-mail and website addresses,

4. CIC do not accept online payment for FSW. You have to fill out the Fee Payment Form (IMM 5620) and include it with your application. In Canadian funds only, you may pay by certified cheque, bank draft or money order made payable to the "Receiver General for Canada" or with a credit card (e.g. Visa, MasterCard, American Express). When you submit your application to the CIO, the expiry date must be at least five months* into the future for certified cheques, bank drafts and money orders.

Check this link for more info: http://www.cic.gc.ca/english/immigrate/skilled/funds.asp

6. Application package is available a http://www.cic.gc.ca/english/information/applications/skilled.asp

I think by the time you write Ielts General module and get your results, it will be too late to apply under canada fsw program. The chances are very less to apply as the Cap limit might have reached. Its upto you to take that risk to apply under that NOC as according to previous stats its the fast filling NOC. You can also get updates from canada immigration website about the cap limit reached on
http://www.cic.gc.ca/english/immigrate/skilled/complete-applications.asp

You can try for Australia also as they will start accepting new application in July 2013. If you start your process for Australia now, you can easily get into that by july end. And also for Australia I think you can apply with IELTS academic also. They accept both Academic and General Module.

To my knowledge in New delhi you can rely on ABHINAV consultancy, they will process for both Australia and Canada.
