Syrian Refuge in UK holding Blue travel document want to apply for visiting visa

HI
I want to ask if anybody know as a Syrian Refuge in UK holding Blue travel document and want to apply for having a visiting visa to see my daughter who holds a Permanent residency and her husband with a Canadian nationality , what should I do ? and I googled it and every time I want to apply for visa I was asked to do an assessment and the result says I must apply for ETA and dosen't let me do the visa application (knowing that I called the embassy and they said as a refuge I need a visa Not an ETA).
Can you please guide me to a link for a website ? and if possible the document which I need to provide.

You need VISA because of your country of origin, Syria, not because of your refugee status.
