Which of these two offices would you choose for a better chance of getting in first on the FSW program in May?

All the applications for FSW need to be sent to Sydney, Nova Scotia/Canada. If you are asking about which visa office to chose between Sydney, Australia or Ottawa, Canada then i will suggest Sydney, Australia office.
