Switching to Open work permit for spouse.

Hello,

My spouse and I live in Quebec, and my spouse's permanent residency application through the family sponsorship program has been in process for a year now, my spouse already holds a closed work permit and is working.

My question is, while the permanent residency is being processed, is it possible for my spouse to apply for an open work permit to change their job? if yes, can you please provide a link, the IIRC account doesn't have the option.

note: my spouse received the CSQ and AOR already.

He can apply for open work permit but cannot change jobs until open work permit is approved.
