suspended visa in US-can I enter canada

i bought my sister a ticket from philippines to Nova Scotia, canada (via Detroit and La guardia USA). when they arrived in Detroit and went thru immigration, she was asked about a lot of questions particularly why she gave birth in the USA last 2011. the final verdict is, she has to return back to the Philippines right away!!My question now is, can she still come to Canada via vancouver-toronto-nova scotia after evrything has happened? or will she be denied entry to canada?

As long as she holds a valid visa to enter Canada, she can travel to Canada.

Note that admission into the country is still determined at the immigration checkpoint at the airport/ports; CBSA officers may opt to refuse entry if they find sufficient reasons. Unless your sister has any record of criminal wrongdoing, she should pass through the checkpoints easily. Have her be prepared to answer questions about that incident of refusal or any questions along the line if she was previously denied entry travelling into another country , if needed. If not asked, there is no need to volunteer this information. Expect US-Canada to be sharing information on cross-border travel.

Also the incident and subsequent refusal in allowing her to transit through the US enroute to Canada as you described may impact future visa applications (i.e. if the travel history is asked).

oh my, if only i knew....I don't even know if it would have been easier if she travelled thru vancouver...things do happen for a reason!!!

I am assuming here she had a valid US visa when she tried to transit through to the US enroute to Canada, otherwise she may not have not been allowed to check in - some airlines do this.

Transiting through the US enroute to Canada is quite tricky often, and although it is cheaper to transit through the US enroute to Eastern/Atlantic Canada, the intricacies of immigration proceedings/regulations in the US change so often - credit Homeland Security for that. In times of credible threats to the US, expect stricter review at border crossings and ports of entry into the US. It is often advisable to either get a flight from the PH to Halifax via Toronto or via Vancouver, enroute to NS, and avoiding transiting via US airports.
