Knock on doors. Find companies that hire your skill sets and call their HR departments directly. Send you resumes directly. Do not rely on job boards as the only source for getting interviews. They are not that friendly. Also find some recruitment agencies and let them help you. They can assess your skills in a broader sense and perhaps help you find a job in another closely related fields, or just something to get you by. Also look at some temp agencies. There may be some opportunities there. Though not permanent it will help keep things going.

Being a civil engineer you profession is strictly regulated as its linked with Construction. Its better to have some related courses from local colleges..
