Surrender Indian Passport and apply eVisa

Hi

Yesterday, I have surrender my Indian passport at BLS after getting canadian. Still don’t have surrender certificate. Soon, I will apply OCI card.
However, my dad is sick so i might (not sure) need to travel.
I am thinking of applying eVisa (https://indianvisaonline.gov.in/evisa/tvoa.html) which is online process in case of emergency.

I want to know if this is correct way to do so ?

If you’d contact Indian authorities in Canada, wouldn’t you save time and have the best options available to you!?
