NO, First you have to apply for Surrender Certificate.
Do 1 thing, Apply for Canadian Passport First (delivery time is 1-2 weeks),Next day Apply for Surrender Certificate takes 2 Weeks.
So when u get both Canadian Passport and Surrender Certificate, Apply for OCI (takes 8-10 Weeks)

When I applied for OCI @ Toronto, They took my Original COPR, Original Indian Passport, Original Canadian Passport, Original Citizenship Papers along with photocopies and 2 sets of Forms. U get the originals back in 1-2 Weeks.
Then u check ur status On line (mha web site), when the Status says OCI Granted and Documents Recd @ Toronto,(7-8 weeks after intial Submission) u take the printout of computer Screen and submit that printout with your Canadian Passport for OCI Sticker, after a Week , u get OCI Booklet (kind of passport,but no pages for Visa etc) and lifelong-Multiple entry Visa Sticker on your Canadian Passport.
For Traveling to India on OCI, u need to carry OCI Booklet and Canadian Passport.
When ur Canadian passport expires, u can get the sticker transferred to current Canadian passport or travel with your current Canadian passport, expired Canadian passport with OCI visa sticker and OCI booklet.
