Hello

Who is responsible for filling out the Supplementary Information Form - DELHI - Detail of Foreign Travel? The sponsored spouse or me, the sponsor? If my sponsored spouse never traveled to any place outside of India but has a passport, what does the sponsored spouse or sponsor write for File# when there is no file number generated yet as the application was not submitted yet.

The sponsored spouse (applicant) has to fill out that form. You can leave the file number space blank.

If she hasn't traveled anywhere I guess it would be N/A for everything then. Is that correct?

Yes, but be explicit: "N/A - Applicant has never travelled outside home country" - something like that.
