SUPERVISA REJECTION with canadian travel history

Hello everyone,
my mother's supervisa got rejected,she had been to canada before on a supervisa two times stayed for 13 months and 17 months respectively and went back to india for passport renewal and applied for a fresh supervisa(online application) with a new passport which got rejected with these reasons:
You have not satisfied me to leave canada at the end of your stay as a temporary resident.In reaching my decision i considered several factors including:
*family ties in canada and in country of residence
*purpose of visit
*personal assets and financial status
*you have not provided sufficient documentation to support your/your host's income and assets.

Now my concerns are that should i reapply(paper application) with a better documentation or go for a appeal and any other suggestions are welcome.Lastly the invitation letter stated that she will be visiting us on the occasion of her grand daughter's first birthday.

How long did she spend back home between the 13 month and 17 month trip? It's possible she may be spending too much time in Canada and she may have to remain in her home country for a while before applying for a super visa again.

19 months she was in her home country in between two visits to Canada
