Hello, my wife and I are trying to sponsor my father-in-law who retired this year and was a seafarer for 40 years. I'm looking at the document checklist and it says here that there are additional requirements for Seafarers. Do we submit them as well even though he's retired?

Valid seafarer booklet and certificate.
POEA exit permission certificate.
Employment contract.
Letters from Canadian and local manning agencies with vessel joining details.

We can pretty much gather all documents but the last one, can someone shed some light on what this means?

Also how would his PCC work if he's always on the sea but considered inside European territory for most of his trips (6-8 months contract).

I think you have misunderstood the Document Checklist. These documents are not required for a super visa. For example, your father-in-law is retired. It is not possible to provide evidence such as an employment contract, or letters from Canadian and local manning agencies with vessel joining details.

The documents suggested in the Document Checklist are for seamen who intend to visit for purposes related to their work. Similar to airline crew.

Your father-in-law must provide evidence of some ties to his country of residence. For example, property ownership, some reasonable finances (although you/your husband must prove you meet LICO), dependent family members, etc.

Also, a PCC is not required for temporary resident visas (including a super visa). If required, the visa office will request it
