Super Wednesday - Some doubts!

Hello all,
I have questions about super Wednesday:

• Every one knows 3/5 rule will implemented so day, why make it a big deal?
• Are there any focus groups, other than PRs, they are addressing?
• Will there be some sort of Canada 150 amenesty?
• Are there any other provisions of Bill C6 yet to be implemented?
• Was there a similar gala when 4/6 was implemented?
