Hello , my parents were Permanent immigrent , but they did not fulfill the residency requirement . Last week they apply for travel document, but high commosion refused because they did not live required time here. So if they want to apply for Supervisa , can they apply and will they get visa. Now their PR history won't be a problem. Please anyone help me out.

I would wait 6 months to a year (better to wait a year) before trying to apply for the Super Visa. To be approved, your parents will have to demonstrate that they have strong ties to their home country and have no plans on remaining in Canada long term. I think it will be impossible for them to prove this right now given they just tried to get a travel document. Their application for the travel document demonstrates that they have a strong interest in remaining in Canada long term.
