Super Visa - sponsorship

My brother who is a permanent resident in Canada, wants to apply for a super visa for our mother. Unfortunately he lost his job last year and is finding it difficult to get another one. It is taking long. Would it be possible to still apply in the meantime while he gets another job, but get our uncle who is a Canadian citizen, to sponsor?

. No he needs a job to apply , his uncle can't apply for his mother , you better post thus question in visitors group.
