Can someone please tell me when to buy insurance for super visa? Is it after visa? Or before? If its before do we need to pay something to get the insurance? What if our visa gets declined?

Yes, you do need to buy (and pay) the insurance before you apply for the visa. If visa get declined, you can ask for a refund. So make sure the insurance is refundable. Furthermore, say the visa is approved and your parents stayed in Canada for only 6 months but you paid for a full year insurance, you can ask the insurance provider for a partial refund for the days they are not in Canada.
