super visa from dubai

Hey everyone.
i just want to know that can anyone apply for super visa from UAE if he is a resident of pakistan. My parents are Pakistani citizens but living in UAE and they have resident visa in UAE ? is there any eligibility regarding specific time duration about living in UAE on resident visa before applying to Canada?

No. As long as they have somewhere to go back to because they are only visiting Canada shouldn't be a problem.
