Hi , I will be doing supervisa for my grandfather who is blind . I was wondering if I can do the online application for him as a host or does he need to apply back home on paper

You can be his representative. He will have to take a medical & buy health insurance

Would stress that supervisa is a visitor visa so you should also be putting in place a care plan for when he has to return home even if he gets approved.
