Super Visa application Please help me!!

Hi

i have applied visitor visa for my mother and they decline three times
i became PR in Feb
me and my wife are staying here and my wife came here in may
now i want to apply super visa for my mother
my father is no more
i have more than 45000 income like job letter and pay stuff
i have notice of assessment from previous year where as my income shows only 23000
i don't know how much balance i have to show
can i apply online from Canada or my mom have to apply ?

please help me
