Super visa application from India

I received passport request for my online application. In the request they have mentioned that I can submit my mail or in person. But I called vfs and they said I have to submit in person only and also pay Rs 400.
Is that how passport has to be submitted, I mean in person only?

What we see in CIC website is just generalization of what is common for all. But, definitely, each embassy of visa office has its own policy. You can ask them and say hey, this is what I have read in the website, what is up?
