I want to send my passport to CIC Canada.

However UPS is unable to create a return shipment from Canada to USA.
FedEx is insisting on recipient's phone and are threatening me I can be charged $1000 for incomplete information for not having recipient's phone number. First I thought he was kidding, but he was dead serious ::)

USPS is too slow.

How did you send your passport from USA. What precautions you took?

Any suggestions please?

Did you check with DHL and TNT?
 
Not yet.. I thought DHL is not so prominent player in USA or Canada.

I sent through Fedex. Gave my number in recipient phone number field. My PP already delivered to CPC. I dont think you need to worry. Its only Passports you are sending and to a government office. I dont think phone number will be an issue. If Fedex insists, give them CIC customer care number.
Note: My Fedex guys asked me to put my number there.
