Suggestion for my landing time!

Hi, I got my COPR and I am going to land in Canada on Dec 10. However, I have a 5 weeks trip in Europe for work on Feb 1st, 2015. I am afraid that I will not receive my PR card before that, I phoned CIC they told me my husband is not allowed to mail my PR card to me while I am not in Canada, I will have a lots troubles once I return back to Canada.

What is your suggestion? Wait till next March when I am back to Canada after I finish my business trip? or land on December 12? but I heard that it takes 6 to 8 weeks to get my PR card.

I become PR only after I land in Canada, right? or it start when I received COPR?

Yes you become PR after you LAND.

Do you have a visa-exempt passport? If you do, you don't really need the PR card to return back to Canada.

but I phone CIC customer service today, she told me even I am from visa exempt country I still need a PR card to come back? Did you have the same experience ?

Technically you need to carry your PR card with you regardless of your passport, that is true. But in practice, you don't. The PR card is used to show proof of residency to a commercial carrier (like an airline) that you have residency in Canada and hence will be allowed to enter Canada. This is very import for people who have passports that are not-visa exempt. The airline will deny boarding if they don't think you have the proper visa to enter Canada. However people with visa-exempt passports are often allowed to board without a PR card because they don't need a visa to enter Canada (just don't disclose the fact that you are PR to them)

Once you get to Canada, CBSA can look you up in the system and see that you are a valid PR and let you in.

or Can I land in an airport in the US which is close to Canada and take a car to cross Canadian broader? because return to Canada abroad a private vehicle, the PR card is mot mandatory.

1. The CIC "misinformation line" is wrong, there is not law restricting the mailing of PR card outside Canada.
2. The posted processing times for new PR cards is 16 days, so with a Canadian address you should have it in plenty of time.

Yes you can do that.

But really, you can just use your visa-exempt passport to board a flight to Canada and then tell immigration in Canada that you are a PR and you don't have your card. They will let you in. There have been many instances of this being successful.
