SUGGEST ME! SOWP Rejection

Help me to fix this
Visitor Visa Refused-November 29,2016
my sowp timeline
applied onine - 31 Dec 2016
med req - 7 Feb 2017
med passed - 17 Feb 2017
SOWP refused - 23 February 2017

it has stated one reason in my refusal that my spouse has arrest warrant in his living place but he doesn't have any.We have submitted "Police Clearance Certificate" in CSE as well as we sent mail to Bangalore and Delhi immigration.No response still now.
"It's been 3 months still I didn't get refund"
In the meanwhile we submitted work permit extension for my husband (it expires by June 17,2017.hopefully he ll receive in a month)
As well as we submitted Permanent Residence for both and received AOR too.


My question is ,
*Is there any other way to reconsider my sowp as I didn't receive my refund amount I still have a hope ..
*other than visitor visa and sowp ,can I apply any other visa which I'm not aware of it?

You're not going to get a refund. If a SOWP is refused - you don't get a refund.

Your two options are the SOWP and visitor visa.

I paid for TRV too .so I have to get that refund.few of my friends got the refund

My husband applied for PNP PR online on March 2017 .received AOR on April 2017 ..
Do you have any idea how long it ll take to process the PR?
