Success rate of this appeal? Suggestion needed

So my sister's PR has been expired and she didn't get the Travel document because didn't live enough time in Canada. She is 16 year old this year.

In the letter, it states that my sister can go to appeal at the court. I wonder what the success rate is for this? Does any one have such experience?

Our excuse would be that she was too young to stay in Canada by herself. My mom left Canada with her when she was like 6 year old she had no choice and not able to make the decision. Now she grew up and want to move back to Canada.

Another thing is that if i apply for family immigration for her under my name, if she doesn't go to the appeal, is it considered that her PR is officially cancelled? or she still has to mail them back saying that she won't go to the appeal? We can just apply for new immigration is that correct

1. Her only route is an appeal, as her mother has probably lost her PR status as well there is not much of chance of her appeal succeeding.
2. If she loses the appeal, then she is no longer a PR, if she doesn't appeal within 60 days, she loses her PR status.
3. What category would you sponsor her? Parental sponsorship doesn't reopen until January.

Her mother has lost PR status too. But she was jsut a child, i thought Canada respects this kind of things..

Actually her parents want to re-apply for some provincial PNP program. I wonder do they have to wait 60 days until the status is OFFCIALLY CANCELLED, or they can just go ahead and apply right now?
