Submitting the IMM 5451 Solemn Declaration From outside Canada

Hi everyone,

Basically I never received my PR CARD and i am outside Canada.
I contacted IRCC they told me that I should fill the solemn declaration form and fax it.

Does anyone know from previous experious if it is possible to fax it or mail it from outside Canada?
