Submitting Schedule A and Police Certificate on IRCC website without CSQ?

Hello! I was hoping to get some help here, I'm applying for PR under the Spousal category and I got 2 different deadlines to upload and submit documents. November 17th for my Schedule A and Police Certificate and December 4th for my CSQ.
I sent my application to MIDI on Friday and it was received today, therefore, I still don't have my CSQ and I've been told that it could take a month.

Is it safe to upload, submit and sign for the background check only without the CSQ without losing the oportunitity to eventually send them my CSQ?

Yes it's save! Go ahead,upload and submit your Schedule A and PCC! Your request for csq will stay there. That's what I did

I'm surprised they ask for the CSQ. QC is supposed to notify the Federal authorities when it's issued. I did not have to upload at all. I would send everything else if you already have it.
