Submitted medical alreday still got notfication to do medical again

I applied for visitor visa through paper and submitted eacknoweldgement of the upfront medical with it
Yesterday i linked my aplication online and got notification saying we requested a medical and in the message it has 1017 Form

its in "your action required"state . Has anyone encountered similar situation before
