Submit document at buffalo office without IELTS

Hi,

I had got confirmation from CIO in May and ask me to send your all document at Buffalo office in 120 days. After that CIO change the rules regarding IELTS exam. Now, all aplicant has to submit all documents including IELTS has to submit at CIO.

My question is, Should I have to give IELTS exam and submit all to buffalo office before getting query?
