study with an open work permit

Hi,
same situation I was thinking too. I am waiting for my open work permit under LIC programe. right after that I hope to continue my education. Is that possible to start studies as a domestic student with open work permit while processing PR.??? I m looking for university education,, so should I have to wait untill my PR card?
Please give me an idea, thank you
