My visa got refused and the reason was stated as :Given your language ability in specific bands and considering your proposed course of studies, your travel history and ties to home country, I am not satisfied you would be a bona fide student and a temporary resident.
Please explain to me this ?

Which part are you having trouble understanding? It's pretty self-explanatory.
  • "Given your language ability ins specific bands" - your English or French skills are not good enough.
  • "Considering your proposed course of studies" - the courses you proposed don't make sense given your previous education, work history, and language skills.
  • "your travel history" - you haven't traveled enough for the visa officer to judge if you will respect your study visa restrictions
  • "ties to home country" - you haven't demonstrated that you have reasons to return home.
  • "I am not satisfied you would be a bona fide student and a temporary resident." - I think you're applying for a study visa to get into Canada long enough to apply for PR and you have no intention of actually leaving.
Overall, your language skills are below minimums and you appear to have proposed studies that have no connection to your history or your training, and it appears you're only applying for a study visa to get into Canada to get PR.
