Study Visa Rejected

I got my study visa rejected under the reason of unsatisfaction with my purpose of visit and that I won't return back to my country after completion of my course.
I have 64.2% in 12th and an IELTS score of 6.5 with not less that 6.0 in each module.
Now I want to reapply and want some suggestions for the things to consider while applying. And what are the chances of getting the visa.
I have also been advised to apply through a lawyer, Is it any worth or I should just reapply the application.
My previous application was under SDS program. Should I apply under SDS again?

his profile as below:
Civil engineering:2016 with 14 back logos but he cleared all
IELTS: S-6.5,L-5.5,R-5.5,W-5.5
experience: July2016 to continued
Course: environmental technician
Reason for refusal: not clear

now he wants to apply again for student visa so what are the chances to get approval and is there any specific criteria for admission and visa like I heard that student who has more then 12 back logs won’t get admission in any clg of Ontario.We applied for ATIP note to find out exact reason for refusal.

work experience: July 2016 to oct-2019 as junior civil engineer
IELTS: S-6.5,L-6.5,R-6,W-6
So if any one can help for his condition or is there any chances to get admission and visa.

What was his GPA for bachelors? His IELTS have gotten slightly better which helps a bit. What course has he applied to take?

His GPA was 6.87

previously he applied for environmental technician and now he wants to apply for either project management or construction management

if you any one can suggest which one will be better option.
