Study Visa Question, any help appreciated!

Hi,
One of our close family friends is applying for a study visa here in Canada. He has already been accepted into the university and has his invitation letter. He is coming from the Palestinian territories and therefore he applied at the canadian embassy in Tel Aviv, Israel. Unfortunately, he was denied to due concerns if he will return home and insufficient funds/resources. He forgot to mention to them that he knows us here in canada and he will be staying with us so there is no worry about funds or housing expenses, since we will provide that for him during his stay. If they had known that would have it changed the outcome of their decision? My question is, is it possible to send some sort of letter or invitation letter to him regarding that we know him here in canada, trust him, will provide accommodation and will make sure he returns home so that the embassy has no concerns about that issue? He will apply again at the Jordanian embassy, since he also has a jordanian passport. Does this sort of letter exist that he can present? is there any official methods to do so through the Canadian offices? Thank you! :)

No - this wouldn't have changed the outcome. Even if he has someone to stay with in Canada, he must still show that he has sufficient funds to cover his living expenses independently. This means showing an additional $10K on top of first year tuition fees and travel expenses ($2K-$3K).
