You can apply under SPP in India with SPP listed institutions.
I understand that overall 60% get approved and about 40% don't under SPP (CIC figures for India in Parliamentary Reports).
But that is not the only or even best option it is simply one option there Study and Work Permit (Co-op) Visa that you can apply for to ANY Designated Institution (College or University registered and approved by the Federal Government and listed on the CIC Website).
If your going to University for a Under or Post Graduate Degree SPP makes sense but may not be the best option for High School or Colleges (although you can obviously apply for Colleges under SPP).
One of the differences with SPP vs regular Study Permits is no GIC is required for non spp applications etc etc.
Most of our Applications are non SPP for Indian Students but it really comes down to your specific situation whether you should go the SPP route or not.
as i understand(not sure) u apply same way as u do and just upload ur documents that state SPP admission. u will be asked for appropriate documents. after university category, SPP is the best option for indians which requires far less documents than the NON SPP. basically all u need is GIC, fee receipt and admission no other financial proof documents required(no bank statement, no IT returns, no pay slips etc).
