Study plan / Letter of Explanation for young undergraduate

Hi everyone,
I’m trying to understand everything for my sister in law in Philippines.

The letter of explanation is where I am nervous.

She is still a student, studying major in marketing, 20 yrs old. Working part time in fast food chain.

She will enrol in the same program (marketing- 2 yr program) in Centennial Collage aiming January 2024 or May 2024.
Her parents (farmers) are in Philippines. She has 9 siblings, mostly married, there’s still 2 younger than her.all in Philippines, except one in Canada (my husband, we are Citizens)

My question is, is she too young to come here? Is it ok that she’s still in school? Obviously we want her to live here, but will the officer deny her because she is continuing her school here?

I’ve read that applicants should prove that she has strong reason that she will come back home, but how?

Will it help if she will mention that he has a brother here? That she will live with us during her stay? We will help for her expenses.
