If I have been granted Study Permit for an undergraduate course on the basis of Acceptance Letter of a University in Canada, can I change my decision and join another university in the same country? If so, who do I notify the change.... please let me know- Thanks

What do you mean same country? Do you mean province? If you change DLIs without studying at the school you received your study permit for then you need to apply for a new study permit.

Have you studied at the firsct school for at least a semester. If not, you need a new study permit.
