My mother is on a work program that will allow her to work in Canada this September, leaving me here in Jamaica. I was planning on getting a study permit but theres not enough time. We were planning on applying for a visa for me and met her up there in January. I would start applying for that now. Then applying for a study permit for next September before I leave. While up there I would enrol in a short term course under 6 months and work until September Will I be able to do this? Will I need to apply for a work permit outside of Canada and should I do it separately from the study permit. Will they reject me because I have no ties in Jamaica? And what type of visa I should apply for? Please help me!

One of the requirements of a TRV (Temporary Resident Visa) is to show that you will leave Canada when the visa finishes. If you have no ties in Jamaica and your mother is living in Canada, there is a good chance your TRV app will be rejected.

You cannot work without a work permit.

If you are a dependent of your mother and she has a job of a certain skill level, there are some provinces that allow you to apply for an Open Work Permit based on that. If her position is not skilled or she is not living in one of those provinces, you will need to apply for a work permit on your own merits. This requires a job offer from an employer who has an LMO, which is permission from the government to hire a foreigner instead of a Canadian. This can be very difficult to find, as most employers these days aren't willing to go through the process to get an LMO.

To apply for a study permit, you need to first be accepted into an educational institution in Canada. You will also need to show you have enough money for your tuition and living expenses.

The only work permit you can have at the same time as a study permit is the Off Campus Work Permit, which limits the hours you are allowed to work. And you must be studying full-time for 6 months before you can even apply for it.
