Study Permit while applying for PR

Hello,

I have received a provincial nomination for PR (BC-international post-graduate) but also have been accepted to a PhD program to begin in fall 2018. If I have an active PR application, will I also be able to apply for a study permit? And if so, does the PR application change the chance of me receiving the study permit?

Any knowledge is great, the local immigration services were unable to help

Yes, you can apply for a study permit. The PR app shouldn't really affect it.
