study permit( visitors transfer students) applied June 2020( a second time try, got refusal the first time) without biometric

Have you got any decision yet who applied in June 2020?? I am still waiting for a final decision. my status is still in processing. I heard someone has already got a decision which applied in July, even August.
the application is fall semester, should I defer to the winter semester?? and get a new acceptance letter for the winter semester??
please give me some advice, thanks.
