Study permit renewal problem

Hello, my name is Adel, I'm new to the forum. I'm from Jordan and currently live in Kuwait. And I'm currently trying to renew my Canadian study permit, and I'm having a very hard time.

Last year, in July, I sent my Canadian study permit application to the Canadian embassy in Abu Dhabi, since it says on the website (cic.gc.ca), that the Canadian embassy of Abu Dhabi is responsible for such applications for residents in Kuwait. And fortunately, I received my Student Visa after 3 or so weeks from the time I sent it. And the embassy informed me that I will receive my study permit once I reach Canada and meet up with an immigration officer, which I did. And everything went well. However, my passport was expiring in August, so my study permit was going to expire at the same time.

As planned, after the Winter term finished, I returned back to Kuwait and renewed my passport, and that took a very long time. And soon after that, I immediately sent an application to renew my study permit to the embassy in Abu Dhabi, just like last time. After two weeks or so, they send me my application back, and it was not processed. Quoting the reason the embassy wrote me: "Only residents of the following countries may apply for study permit applications", and as expected, Kuwait is one of those countries, and I am currently a resident there. So I sent another application to the same embassy, with a letter stating that I am currently a resident in Kuwait. And once again, after two weeks of waiting, they send me back the application unprocessed. This time they wrote me: "The applicant my apply in Buffalo, United States". I have no clue why they would suggest that when I'm living in Kuwait. But regardless, I sent the application to Buffalo right away, since I don't have much time left before my next year starts.

So now I have no idea what to do. Did I do the right thing? Or am I supposed to send my application elsewhere?
And also, will I need to apply for a Temporary Resident Visa to enter Canada again? I did not apply for that last time; I only applied for the study permit and received a stamp from the Canadian embassy in Abu Dhabi on my passport that says "Canadian Student Visa", and entered Canada just fine. Is that the same as TRV?
I have heard from a friend that you can enter with a study permit just fine. Is that true?
If I do need a new TRV, do you think I'll have enough time to apply for that too before September? Or is there a way to make things go quicker?

HI,

I hope by now you have already got your study permit. I am from Kuwait and I have applied for a study permit too ...its now been a month of wait. could you plz let me know what to expect after you get d letter from the embassy... the interview ect? Also,
I have sent my passport along with my application, I need to get a reply by the end of this month because i have to travel urgently yo my Home country.. ;)

Did you end up getting a response from Buffalo? I live in Abu Dhabi and I need to renew my study permit as well, but I read somewhere on the application that for this sort of application you need to mail your documents to Alberta, so I'm guessing I shouldn't apply to the Canadian embassy here right?

1. The CHC Buffalo has been closed now and this office is not accepting any new applications.
2. It is advised by CIC "You should apply to renew your study permit if you intend to travel outside Canada and your permit will expire while you are travelling."
3. Application for change condition should be sent to Vegreville, Alberta (from with in Canada)

Also note one point that you require a valid TRV to enter Canada. you can not enter on a valid Study permit a lone. You need to have both TRV and Study permit.
