Hello guys,
My name is Setra and my Study Permit has been refused on the 4th of September 2019.
-The reason for that is because the visa officer wasn't "satisfied if I completed" my high school studies.
However I put a certified scanned copy of my French baccalaureate diploma and a transcript of my French baccalaureate exam as well as my transcripts from "classe de Seconde" - "Premiere" and "Terminale".
I did not skip a class nor failed to pass one, my transcripts were complete , all 3 "trimesters" of each "classes" have been uploaded ,stamped and signed by the institution's director where I graduated from.
So to shorten , what document do they require more than that ? Is it just a good old business trick where the visa officers make you fail to make money so they can make more money when I apply again ?
Now I won't be able to attend college until next year if I don't find other colleges that will be able to accept me

Do you guys know a college in Canada open for international students that accepts late applications ? Or applications that start in January 2020 ?
In the 3D/2D animation program field or Game Development or Filmmaking or Visual effects program fields that are not too expensive ? ( around 10,000CAD per year ).
With like low TOEFL ibt score because my reading score is 19 but my overal score is 89 with no score less than 20 except the reading score.
