Study Permit Refused

Hello guys,

My name is Setra and my Study Permit has been refused on the 4th of September 2019.

-The reason for that is because the visa officer wasn't "satisfied if I completed" my high school studies.

However I put a certified scanned copy of my French baccalaureate diploma and a transcript of my French baccalaureate exam as well as my transcripts from "classe de Seconde" - "Premiere" and "Terminale".
I did not skip a class nor failed to pass one, my transcripts were complete , all 3 "trimesters" of each "classes" have been uploaded ,stamped and signed by the institution's director where I graduated from.

So to shorten , what document do they require more than that ? Is it just a good old business trick where the visa officers make you fail to make money so they can make more money when I apply again ?

Now I won't be able to attend college until next year if I don't find other colleges that will be able to accept me .
Do you guys know a college in Canada open for international students that accepts late applications ? Or applications that start in January 2020 ?
In the 3D/2D animation program field or Game Development or Filmmaking or Visual effects program fields that are not too expensive ? ( around 10,000CAD per year ).
With like low TOEFL ibt score because my reading score is 19 but my overal score is 89 with no score less than 20 except the reading score.

So why is it so , aren't transcripts + diploma + diploma transcripts enough to demonstrate I completed high school ? Or do they need some sort of new unknown document I have to get somewhere ?

That's the complete rejection letter? That phrase doesn't seem to be part of any of the rejection templates not can it be found anywhere online.

You said that you have attached your copy of bachelor degree, please attache high school diploma as well.
Then you should text to your college and ask them to move your admission for a January intake and apply again for a study permit.

That's a strange one. Maybe some confusion because they didn't understand what the french diplomas were? Try sending them an email & webform explaining that you included your diploma in the application.

There are quite a few French people immigrating and you can even do a French BAC in Canada but maybe worth clarifying what the issues are with CAIPS. Guess it is complicated the you have 11th to 1st then terminale

But there is the issue , my high school diploma is the "baccalaureate diploma" , if I failed the baccalaureate I fail to complete High school as well and I must repass the grade of "terminale" ,
But here I provided the high school Diploma and so I completed High School

In fact in the french system "terminale" is the equivalent of 12th grade , "première" is "11th grade" and "seconde" is 10th. I do not know if they understood the french system or if it was a confusion or something

Honestly I should have sent everything , I shouldn't have sent them the document they asked "only" indeed.

I attended French school so I am aware what 11ième to terminale is which is why I wrote the progression in the correct order Actually many schools (at least in Ottawa and Quebec) consider terminale as 1st year university and are willing to accept you into 2nd year university although many wave the option Also Terminale can be considered to equivalent of to the 2nd year of CEGEP.
