Study permit refused

Hi everyone,:
My study permit was refused because the officer is not satisfied that I am leaving at the end of my stay and because of Purpose of Visit.
I want to apply again and have a question:

Can I submit a sworn/affidivit letter indicating that by writing this letter I declare that I am not able to request for any visa extension after completion of my study and must leave Canada.
Will this kind of letter be considered by the officer and will be helpful in visa approval ?

No, that will not be accepted. You should request your GCMS notes to see the detailed refusal reasons and work on showing stronger ties to your country.
