Study Permit Refused from India

Hello,

Myself Naresh applied for a study permit from India, my application was refused twice stating the following reason. can someone help me understand the reason? so I can reapply one more time.

Your help in this matter would be much appreciated.

other reason:
Your proposed studies are not reasonable in light of one or more of your qualifications, previous studies, missing mark sheets, employment, level of establishment, language abilities or your future prospects and plans.
