Study permit refusal - What to do next

My name is Aakanksha and I have done Bsc in hotel management in 2018 and worked for 2 years in India. I had come to Canada On LMIA and worked as a food service supervisor in BC. My work permit expired in March 2024 and applied for a visitor record valid until 25th September 2024 to be on a status. Then I got an admission in a govt. college in BC for Jan Intake 2025 in postgraduate diploma in hospitality management and applied for a study permit but it is refused twice for the same reasons, however IRCC approved my visitor record extension until 30th October 2025. I had showed more than enough funds and mark sheets along with relevant experience letters related to my program. I also had a refusal in 2019 for a visitor visa from Canada due to financial issues.

Here are the reasons:
I am not satisfied that you will leave Canada at the end of your stay as required by
paragraph R216(1)(b) of the IRPR (https://laws-lois.justice.gc.ca/eng/regulations/sor-2002-227/
section-216.html). I am refusing your application because you have not established that you will
leave Canada, based on the following factors:
• The purpose of your visit to Canada is not consistent with a temporary stay given the
details you have provided in your application.
• Your proposed studies are not reasonable in light of one or more of: your qualifications,
previous studies, missing mark sheets, academic record, level of establishment/available financial
resources, language abilities, or your future prospects and plans.

in second refusal they added 1 more reason with the above reasons, mentioned below:

Your assets and financial situation are insufficient to support the stated purpose of travel
for yourself (and any accompanying family member(s), if applicable).

Please guide me what I can do next. I shall be very thankful to you.

2. Proposed studies: Is program even eligible for PGWP? What is IELT levels? PAL? If you have degree in hotel management why another PG in management. Program makes no sense.
3. Justify program: Why do you need to take the program in Canada? How did you justify costs of the program with career and education progression? EG. Higher pay when you return.

I have showed 20k in my own bank statement. It is not eligible now but I had applied before 1st November 2024. That time I was eligible for PGWP and college is going to close the program from next intake due to lack of admissions I guess. My Ielts General score is, Reading - 6, Writing - 6, Listening- 6.5, Speaking - 7.5. I had submitted PAL, LOA, Proof of funds, Marksheets. I had applied for Post graduate diploma because I thought it is higher than bachelor's degree that I have done from India and I have mentioned in my Sop that it will make me eligible for management level positions. So, when I complete and go back then I'll have better job opportunities.

I am not sure what should I do next. I am thinking to ask college to give me admission in a health care aid diploma program and try to co-relate it with hospitality in SOP along with a reference letter as a supportive document. Please advice me how should I deal with the rejection reasons mentioned above.

1. Funds: You have to show minimum $21k plus tuition so not enough funds.
2. Program: Program made no sense if you have degree in hotel management and taking the same type of program. You had a degree so should be eligible for management. Not eligible anyways. Even if you pick health and get PAL, you are not showing career or education progression.
3. Ties to return: You have been in Canada a long time as a visitor so need to show absolute ties to go back home. Maybe apply from India.

I apologize I wrote 20 by mistake, it's 30k. So, basically if I change my program it won't make any difference. So, nothing can be done when I am in Canada.

And provide reference letters from professional that can mention a little correlation between these two professions and good career options in healthcare.?

1. Funds: How much is tuition? Did you pay the year?
2. How is hospitality and health care related? That is a stretch, and you have no work experience in health care. Why do you have to study in Canada? If great opportunities in India then take the program in Canada. You have been in Canada as a visitor for almost a year. You are showing little to no reason or ties to return.
3. Reference letters from whom? How is it related to current and future career and education.

I paid for one semester, 8500$
In hospitality we take care of guests, serve them and take of their needs try to anticipate to provide them comfort, help them and make them happy. In health care also we follow these basic traits and additionally learn techniques to help them better. Canadian study values more in india.
i have my parents there, my own house so that could make it obvious reason of my return after having this exposure?
i have a friend who works as a server and in medical clinic as well. She could explain her similar experience.

But you have no background in healthcare. What is your background in science to take blood, bloodpressure, CPR. You are really grasping for a link. How long have you been in Canada if a visitor and on closed work permit? Parents are not a tie and neither is house if you have not been home in years. A friends’s reference has no weight.

Hospitality and healthcare are NOT correlated.

I took Hospitality & Tourism two year course years ago and no connection what so ever
