Study permit query

Hello
one of my friend has been refused for visitors permit twice in 2016. and there is one US student visa refusal. Refusal was made on grounds of family ties in Canada. and undeclared extended stay in US (which is not true). documentation available from US Department of Justice.

please suggest if it is worth giving a try for study permit, got multiple admmission offers from colleges in canada

Only your friend can decide if it's worth it for them to keep trying.

Sure apply but must declare all past refusals even from the US and other countries.
